农业资源及环境要素对保证食品安全尤为重要。文章通过文献分析及实地调研相结合的方法,对基于我国食品安全的农业资源与环境要素效用进行系统分析,结果表明:(1)在食品安全领域存在农业资源开发利用不合理、农业资源管理制度缺失及科技投入薄弱等问题;(2)在农业生产中存在环境要素利用率低、缺乏有效合理的农业生产模式等问题。文章在农业资源与环境效用分析的基础上提出了加强政策监管,加大科技投入;创新农业资源利用方式,提高农业资源利用效率;转变农业生产方式,促进农业产业结构调整;加强农业生产环保意识等方面对策措施,为完善食品安全体系,保证食品安全提供政策参考。 |

As the core element of the food safety,the agricultural resources and environmental factors play a crucial role to ensure food safety.In the present study,the methods of the literature review and field research were adapted to analyze the utilizing efficiency of the agricultural resources and environmental elements based on food safety.The result showed that there were some problems in the field of food safety such as the unreasonable development and utilization of agricultural resources,the deficiencies in agricultural resource management system and the lack of investment in science and technology and so on.The relevant environmental elements had low utilization efficiency,and the effective and rational agricultural production patterns were deficiency in the process of agricultural production.Some suggestions were put forward,including strengthening the regulatory policy,enhancing the investment in technology,innovating the utilization model of the agricultural resource,improving the agricultural efficiency of resource use,changing the agricultural production to promote the agricultural structure adjustment,strengthening environmental awareness to enhance agricultural production and other strategies,which will improve the agricultural resources utilization efficiency and related environmental factors promoting the food safety system. |
