| 各地区的资源条件差别明显，同样的宏观经济政策对于减贫的效应也必然存在较大差异。该文认 为要消除贫困地区经济增长与减贫的非均衡性，不应只依靠将农村劳动力向二、三产业转移。由于农村贫 困人口从事第一产业在短期内仍然具有比较优势，所以还应当把农业产业结构调整、农村基础设施建设和 农民基本生活条件改善作为减贫的主要思路。以甘肃省贫困县（区）为例，从特色优势农产品产业化、农 村家庭综合收益的变化趋势和小山口村的减贫实践3个视角，对于农业综合资源优化的减贫效应进行了实 证研究。 |

| Because the regional resource heterogeneity， the effect of the same macroeconomic policies on poverty reduction is different. This paper put forward that it should not only rely on the rural labor transfer to the two or three industry to eliminate the imbalance between economic growth and pro-poor in poor areas， but also take the ad- justment of agricultural industry structure， rural infrastructure and the improvement of basic living condition as the main idea of poverty reduction， because the rural poverty population still has a comparative advantage in short- term. Taking the Gansu province impoverished county（district） as an example， this paper made an empirical stud- y on poverty reduction of agricultural comprehensive resources optimization from three viewpoints， including the ag- ricultural industrialization of characteristics and advantages products， rural family income and the change tendency， and a poverty reduction practice of small crater village. |
