黄河流域农业用水效率及影响因素时空异质性研究

摘要:
目的 水资源短缺和农业污染严重已成为黄河流域高质量发展的主要制约因素,提高农业用水效率,对推动黄河流域生态保护和高质量发展至关重要。方法 文章基于2009—2017年黄河流域9个省区的面板数据,运用超效率SBM模型测度黄河流域农业用水效率,发现黄河流域农业用水效率地区差异明显。为进一步分析其影响因素,采用Tobit模型和GTWR模型,分别从全局视角和微观视角对农业用水效率的影响因素进行回归分析,研究发现不同省区农业用水效率提高策略侧重不同。结果 宁夏、内蒙古和山西农业用水效率提高的有效举措是在保障国家粮食供给安全基础上,减少高耗水作物种植面积,调整农业种植结构;甘肃提高农业用水效率的关键在于重视农业节水技术的引进、研发和应用推广;山东的出路在于提高农户节水意识;陕西和四川的有效途径在于采用科学合理的用水方式,降低农业用水占比,优化用水结构;河南和青海需要从以上各个方面进行综合考虑,以提高农业用水效率。结论 研究黄河流域农业用水效率并探究影响各省区农业用水效率的主导因素,可以为推动黄河流域高质量发展和精准施策提供参考。

STUDY ON THE SPATIO-TEMPORAL HETEROGENEITY OF AGRICULTURAL WATER USE EFFICIENCY AND INFLUENCING FACTORS IN THE YELLOW RIVER BASIN

Abstract:
The shortage of water resources and serious agricultural pollution have become important factors restricting the high-quality development of the Yellow River Basin. Improving the efficiency of agricultural water use is crucial to promote ecological protection and high-quality development of the Yellow River Basin. The super-efficiency SBM model was used to measure the agricultural water use efficiency of the Yellow River Basin, and it was found that there were obvious regional differences in agricultural water use efficiency in this area. In order to further analyze its influencing factors, the Tobit model and the GTWR model were together used to perform regression analysis on the influencing factors of agricultural water use efficiency from a global and micro perspective respectively. The study found that different provinces had different emphasis on improving agricultural water efficiency strategies. The effective measures to improve agricultural water efficiency in Ningxia, Inner Mongolia and Shanxi were to reduce the planting area of high water-consuming crops and adjust the agricultural planting structure on the basis of ensuring the security of national food supply, and the key to improve agricultural water efficiency in Gansu lied in the introduction, R&D and application promotion of agricultural water-saving technologies. And then the way out for Shandong was to raise farmers’ awareness of water saving; Shaanxi and Sichuan’ s effective way was to adopt scientific and reasonable water use methods, reduce the proportion of agricultural water use, and optimize the water use structure and Henan and Qinghai needed to comprehensively consider all the above aspects to improve the efficiency of agricultural water use. It concludes that the results of the research are helpful to formulate different countermeasures for agricultural water use efficiency in different regions.
