| 在中央制定4项新政策大力扶持休闲农业的新常态下，休闲农业迎来了新的发展机遇。文章以河南省为研究对象，阐述河南省休闲农业的发展现状，在评价原则及指标体系构建的基础上，以发展基础条件、协调能力和可持续发展能力为3个系统层，选取41个指标，采用AHP方法对河南省159地区（县、区、市）的休闲农业可持续发展能力进行评价并划分等级，并对2007～2015年该省休闲农业可持续发展能力综合指数进行评价，评价结果显示：河南省休闲农业可持续发展能力将呈现良好的增长势头，其中，洛阳市洛龙区休闲农业可持续发展能力位列该省第一，而新乡县则位列末位。并从创新意识、政府扶持、法律法规的完善、融资渠道、人才培训等方面提出提高河南省休闲农业可持续发展能力的政策建议。 |

| The "No. 1 Central Document" has emphasized to develop the leisure agriculture once again. Under the new normal, the leisure agriculture of Henan is facing both opportunities and challenges. This paper summarized the current situation of leisure agricultural development of Henan, established the evaluation index based on 3 system layers, i.e., the current situation, coordinated ability and sustainable development ability, evaluated the sustainable development ability of leisure agricultural of Henan by selecting 41 evaluation index of the three layers using AHP method, and analyzed the trend of sustainable development ability of leisure agricultural of Henan from 2007 to 2015. Finally, the paper put forward countermeasures to improve the sustainable development ability of Henan from the aspects of innovation consciousness, the support of government, the relevant laws and regulations, the financing channels, personnel training, etc. |
