| 该文采用粮食综合生产能力指数,从静态和动态角度,综合比较了三类产销区、八大自然区域和31个省区市的粮食综合生产能力大小,测度了以上各地区的粮食综合生产能力增长情况。为了提高粮食综合生产能力,国家涉粮部门每3~5年定期评估各地区粮食综合生产能力,适时调整粮食产销区中各省区和主产县市的名单,进一步完善各地区保护和提高粮食综合生产能力的区域分类激励机制。 |

| This paper adopts grain comprehensive productivity index,and compares comprehensively the grain comprehensive productivities of 3 types production and marketing areas,8 big natural regions,and 31 provinces,autonomous regions and cities both from the static and dynamic states;tests the increase situation of grain comprehensive productivities in the above mentioned regions.In order to improve the grain comprehensive productivity,every 3-5 years all national departments related to grain make an evaluation with fixed duration on grain comprehensive productivity,so as to adjust in time the name list for major grain production counties and cities in various provinces and autonomous regions,and to further complete the promoting mechanism of regional classification for protecting and improving grain comprehensive productivity. |
