武陵山区县域尺度永久基本农田划定优化

摘要:
目的 武陵山区作为贫困连片区、少数民族聚集区及生态脆弱区,永久基本农田的划定优化对该区域的生态安全、精准扶贫等方面意义重大。方法 文章基于GIS平台,采用熵权法,以重庆市秀山县为例,通过构建耕地综合质量评价体系评价耕地综合质量,再借助OpenGeoda软件对耕地综合质量结果进行局部空间自相关分析,最后基于生态安全约束条件对初步划定结果进行优化,得到最终划定结果。结果 (1)基于耕地质量条件的划定,满足高度适宜、中度适宜和一般适宜并且聚集度为HH、HL、LH聚集的农田与现有基本农田叠加分为保留、调入与调出3类,耕地质量划定面积为5.266 350万hm2;(2)基于生态安全条件的优化,剔除土壤污染超标缓冲区、生态红线区内农田,最终优化面积为5.170 996万hm2结论 研究结果遵循了优质、聚集和稳定的思路,能为武陵山区永久基本农田划定以及高标准农田建设提供一定的参考。

OPTIMIZATION OF PERMANENT BASIC FARMLAND DELINEATION AT COUNTY SCALE IN WULING MOUNTAIN AREA

Abstract:
As a poverty-stricken area, an ecologically fragile area and an area with ethnic minority groups concentrating, the delineation of permanent basic farmland of the Wuling Mountain area is of great significance for ecological security and precision poverty alleviation. Based on the GIS platform, this research took Xiushan county of Chongqing as an example, adopted the entropy weight method, and established the comprehensive quality evaluation system of cultivated land to evaluate the overall quality of cultivated land, then used the Open Geoda software to analyze the local spatial autocorrelation of the comprehensive quality results of cultivated land. And finally under ecological security constraints, the preliminary delineation results were optimized to obtain the final delineation results. The results showed that (1) According to the cultivated land quality conditions, farmland that met the high suitability, moderate suitability or general suitability and the aggregation degree was of HH, HL or LH was considered to be eligible. Combined with current basic farmland delineation, farmland was classified into three categories: retention, transfer and recall. The result area was 52 663.50 hm2; (2) According to the ecological security conditions, farmland in buffer zone where soil pollution exceeded the standard limit, and farmland in the ecological red line area was excluded. The final optimized area was 51 709.96 hm2. The research results meet the criteria of high quality, aggregation and stability, and can provide reference for the permanent basic farmland delineation and high standard farmland construction in Wuling mountain.
