| 随着“一带一路”倡议的提出，国际合作项目经费的不断增长，资助项目数量的大幅度增加，加强对国际合作项目的科学管理已显得越来越迫切和重要。文章以中国热带农业科学院（以下简称“中国热科院”，隶属于农业农村部的国家级科研机构）为例，通过梳理国际合作项目的类别、管理中存在问题，研究制定中国热科院国际合作项目绩效考核体系，通过开展中国热科院国际合作项目绩效评价及取得的经验，提出加强国际合作项目绩效管理中的建议。 |

| Abstract: |
| With the "the Belt and Road Initiative ", the continuous growth of international cooperation project funding and the substantial increase in the number of funded projects, it has become more and more urgent and important to strengthen the scientific management of international cooperation projects. This paper took the Chinese Academy of Tropical Agricultural Sciences as an example (hereinafter referred to as "CATAS", a national scientific research institute affiliated to the Ministry of Agriculture and Rural Affairs), this paper studied and developed the performance evaluation system of the international cooperation projects of CATAS by sorting out the categories and management problems of the international cooperation projects. Based on the experience gained from the performance evaluation of the international cooperative projects of CATAS, some suggestions on strengthening the performance management of international cooperative projects are put forward. |
