| 科研院所的行政后勤是科技创新的重要保障。提升行政后勤保障能力要注重在3个方面下工夫: 一是制度层面，在“摸着石头过河”的基础上，加强顶层设计，提升行政后勤工作的系统性、整体性、协 同性;二是执行层面，强化内功，提升行政后勤人员的“三种能力”———执行力、理性思考能力、实践能 力;三是舆论宣传层面，通过沟通构建相互理解、相互支持的和谐氛围。 |

| Administrative management and logistics service in scientific research institutes is an important guaran- tee for scientific and technological innovation. Improving the capability of administrative management and logistics support should make efforts from three aspects， i.e.， to strengthen top-level design and elevate systematicness， integrity and cooperativity， to strengthen the execution ability， rational thinking ability and practice ability， and to establish friendly atmosphere through exchanges. |
